I certainly agree that the UN (and the NGOs) are highly problematic. But there's an interesting point in your post: If the UN/NGOs are not dismantled, China wins.
Maybe it isn't the UN that's the ultimate foe . . . maybe it's China. And I've heard Trump say a lot about China, and he certainly recognizes China as an adversary (if not "enemy"). Not so easy to defund China, though. Nevertheless, there certainly are ways to attack them. IMO Trump is doing it a bit in Panama, and - again, my opinion - he is recognizing that Russia would be more valuable as an ally (against China) than as an enemy. I do believe Trump is acting on that proposition.
So - I think it's unfair to say Trump is doing nothing. He's been in office just about exactly one week. Rome may have been built in a day, but I don't think China (which has been evolving for thousands of years) will be defeated, even in a month. I am ecstatic with what Trump has managed to do in one week, and I have no problem with a little more patience. The physical border is rapidly coming under much better control, so the emergency is quelling. I think we're going the right direction, and at a reasonably good pace.
